Vision

By 2007 the Department of Pediatrics at the University of South Florida College of Medicine will have achieved consensus recognition as the preeminent pediatric education, research, and clinical care group in the State.

Action Plan

Achieving the following goals will permit attainment and documentation of this vision:

  1. Research
    1. By 2007 USF will have increased its position on the NIH list of awards to Pediatric Departments from its current position of 72 to within the top 40.
    2. By 2007 the USF Department of Pediatrics/All Children's Hospital will have successfully competed for a Pediatric Clinical Research Center.
    3. By 2007 the faculty of the Department will be publishing an average of >= 10 peer-reviewed manuscripts each month.
    4. By 2007 the Department will have at least four accredited fellowship programs (Neonatal-Perinatal Medicine, Pediatric Allergy/Immunology, and at least two others) with an avowed goal of producing clinician investigators achieving national peer reviewed extramural funding. The two already established programs, and those to be developed, will be recognized as outstanding, productive, and competitive. One hundred percent of the fellowship graduates will achieve board certification.

  2. Medical Student Education
    1. At least one of the next five graduating classes of the USF College of Medicine will award the Department of Pediatrics the "best teaching department" at graduation.
    2. The Department of Pediatrics overall clerkship evaluations by the students, as recorded by the Office of Curriculum and Medial Education, will exceed 4.2 on a 5.0 Likert Scale for at least four of the next five years.
    3. During each of the next five years the fraction of USF medical students who select pediatric careers will exceed the national average.
    4. By 2007 twenty per cent of the USF medical students will request a pediatric elective during their 4th year.
    5. During the next five years at least one resident from the Department of Pediatrics will receive the resident teaching award.

  3. Graduate Medical Education
    1. A. During each of the next five years, 100% of the USF Pediatric Residency graduates will take the American Board of Pediatrics qualifying examination and will pass the examination on the first attempt.
    2. By 2007, 100% of PGY-2 and PGY-3 Pediatric Residents will score above the national average on the In-service Training Examination.
    3. By 2007, 100% of PGY-3 and PGY-4 Medicine/Pediatric residents will score above the national average on the In-service Training Examination.
    4. 2007, a USF Pediatric Alumni database of Residents completing training will be developed, implemented, and maintained. USF will host meetings of its alumni at one or more national meetings per year and will host at least two state/local medical meetings/CME programs/social events in conjunction with support of the residency program.
    5. 2007 a web-based HIPPA compliant interactive video conferencing and patient examination capability will link all major resident learning areas (Genesis, ACH, TGH, 17 Davis, Lawton Chiles Community Health Center, and USF for teleconferences, subspecialty consultation and improved communication.
    6. By 2007 all resident physicians will demonstrate competency in medical informatics including the use of software for messaging, literature searches, access to databases and the use of computers, hand-held devices, or other current technology as applicable to the practice of medicine.

  4. Administration of Pediatric Clinical Care
    1. By the beginning of the 2004 academic year, the USF Department of Pediatrics will consist of USF faculty members, all pediatricians in ACH-owned pediatric practices, all private practice pediatricians located on the ACH campus, and all other Department of Pediatric voluntary faculty members. The pediatricians under the USF and ACH practice plans will be considered "core faculty members" and the pediatricians in private practice will be considered "voluntary faculty members", but all will function as a united USF Department of Pediatrics.
    2. During the 2002-2003 academic year, an action plan will be developed to enhance the financial and educational success of the clinical practices of the Department faculty members. This plan will include decisions on the fate of the 17 Davis lease, decisions on the presence of clinics in North Hillsborough County, and a plan for collaborating with the ACH outreach clinics. :file mission.html
    3. Beginning in 2003 the clinical operations of each Division in the Department will be profitable, with a favorable margin of earnings over expenses. Specifically, the Department will maintain reserves of four to six months (two months required by the COM) and create a fund to utilize for new clinical program development.

  5. Faculty Development
    (Note: The USF Department of Pediatrics Faculty is divided into "core" and "volunteer" faculty. Core faculty members are those in either the USF or the ACH practice plans. Volunteer faculty members are those in private practice.)
    1. Beginning in the 2002-03 academic year, 100% of the core faculty members will participate in an annual review conducted by their respective Division Chief and the Department Chairman.
    2. 100% of the core faculty members at the Assistant Professor level will participate in a formal third year review to assess academic progress toward promotion.
    3. 100% of the core faculty members will achieve compensation levels of at least the AAMC 75th percentile for rank, within five years of achieving that rank, assuming that academic standards of the individual are met. The implementation phase is 2002 through 2007.
    4. Beginning in the 2002-03 academic year, each of the core faculty members will receive annual financial support at a minimum of $3500 per FTE, plus the amount needed to cover their medical license fee, for professional and academic activities.
    5. Two faculty development programs will be presented annually, one for core faculty and one for volunteer faculty.
    6. By 2005 each Division will maintain a computerized "Teaching Database" in which all faculty educational activities will be captured. The Chairman will review this database annually.
    7. All faculty members will have computers with appropriate software and broadband links to USF and other appropriate networks. Twenty percent of the Department's computers will be budgeted for replacement annually. Faculty members will have ready access to computer projectors, similar hardware, and computer training, to meet the educational goals established in this document.
